ABUJA—AHEAD of today’s screening and confirmation of the remaining ministerial nominees, senators of All Progressives Congress, APC, and Peoples Democratic Party, PDP, have mapped out strategies on how to achieve their set goals.

While PDP senators have allegedly resolved to frustrate the confirmation of former Rivers State governor, Rotimi Amaechi, their APC counterparts have vowed to ensure that Amaechi is confirmed.

The PDP senators are said to be worried that with the confirmation of Amaechi as minister, he would wield so much influence and power in the politics of his native home state, Rivers, if a re-run is to be held.

This is coming as the report of the Senator Samuel Anyanwu-led Senate Committee on Ethics Privileges and Public Petitions, on petitions against Amaechi, is to be considered today.

It will be recalled that the report was, last Thursday, presented during plenary but was not considered even though Amaechi was screened, where PDP senators refused to ask questions.

The Anyanwu-led committee deliberated on a petition by a Port Harcourt-based group, Integrity Group, over alleged fraud by the former governor.

MTN Nigeria fined $5.2 billion for failing to register users





LAGOS, Nigeria (AP) — MTN Group telecommunication's stock plunged 12.5 percent on the Johannesburg Stock Exchange Monday on the news that its most lucrative subsidiary, in Nigeria, has been fined $5.2 billion for failing to disconnect millions of unregistered cellphone subscribers.

The Nigerian Communications Commission confirmed the penalty based on 200,000 naira ($1,000) for each of 5.1 million cellphone SIM cards that had not been registered and should have been disconnected by an August deadline.

On Aug. 7, the commission issued an ultimatum ordering all cellphone providers to de-activate unregistered cards within seven days "or face severe sanctions." All the other cellphone companies in Nigeria complied, the commission said.

The South African company said in a statement Monday that it is in talks with Nigeria's regulatory body "to resolve the matter."

The $5.2 billion fine is equivalent to at least two average years' profit for MTN Nigeria and nearly three times the $1.8 billion that it has invested in the West African country, according to the company's website. Africa's leading cellphone service provider, MTN paid $285 million for one of four GSM licenses in Nigeria in 2001.

Before the cut, MTN said it had about 62 million customers among Nigeria's 170 million people in September, by far the group's biggest market.

Nigeria has about 150 million active mobile phone lines, 90 million mobile Internet users and imports 4 million cellphones each month, according to Nigeria's Federal Ministry of Communications.

Subsidy: CNPP disagrees with Blair on how to fix Nigeria

   
Conference of Nigerian Political Parties (CNPP) yesterday rose from an emergency meeting in Enugu disagreeing with former British Prime Minister, Tony Blair, on how to fix Nigeria, especially on the controversial issue of oil subsidy.

In his speech at the All Progressives Congress (APC) seminar, Mr. Blair had urged the president-elect, Muhammadu Buhari, to take difficult decisions that may inflict immediate pain, but in the long-term interest of the country and the government.

Blair cited Indonesia as an example, where President Joko Widodo removed oil subsidy to smash Indonesia’s hugely expensive and inefficient, and yet popular fuel subsidy.

But in a statement signed by its spokesman, Mr. Osita Okechukwu, the CNPP said: “It is our considered view that the issue of oil subsidy in Nigeria to a large extent differs from the one in Indonesia or other countries for that matter. In our own case, the issue is pure and simple unbridled corruption. Our position is that there is little or no subsidy.

“Nigerians have suffered enough and do not need more impoverishment. Secondly, we have implicit confidence that the president-elect will wage a strident war against corruption in the oil and other sectors.”

Our vote for him was predicated on his uncommon integrity and antecedent of an anti-graft warlord.

“It may interest Mr Blair and those champions of subsidy removal, if it exists at all, that from 2010 to 2013 budget years, the subsidy tariff rose astronomically from N680 million to N2.6 trillion. Can this pass any prudent and genuine forensic financial scrutiny; or can Buhari support such travesty?”

Jonathan handing over nation in deep crisis – APC

The All Progressives Congress (APC) has said President Goodluck Jonathan is handing over a nation in deep crisis, even as his Administration continues to contrive more crises without making any effort to solve any of them.

In a statement issued in Abuja on Sunday by its National Publicity Secretary, Alhaji Lai Mohammed, the party however appealed to Nigerians not to lose hope, despite the daunting challenges they are currently facing in this atmosphere of contrived chaos, saying help is on the way.

”In a few days’ time, President Jonathan will hand over to President-elect Muhammadu Buhari. Never in the history of our country has any government handed over to another a more distressed country: No electricity, no fuel, workers are on strike, billions are owed to state and federal workers, 60 billion dollars are owed in national debt and the economy is virtually grounded

”Today, Nigerians are roaming the streets, jerry cans in hand, searching for everything from kerosene to fuel to diesel to power their homes, keep their vehicles on the road and keep their businesses going. They are paying as much as 300 Naira per litre for fuel, if at all they can get it. Yet their government is not saying a word about the situation,” it said.


APC said while the Jonathan Administration has arrogantly told Nigerians that it remains in office and in power till May 29th, all it has been doing is sacking people and making new appointments as if it had been deprived of the opportunity to do so in the past six years.

”They are not interested in how to end the fuel scarcity that has paralyzed the socio-economic lives of Nigerians, they are not interested in how to raise electricity production from its unprecedentedly-low level of 1,327 megawatts, they are not doing anything to end the strike by blue and while collar oil workers, or to stop the impending one.

”They say they are in office till May 29th, but they do not care how workers in 18 states, who are owed a total of 300 billion Naira in salaries under their watch, or federal workers who are owed 400 billion Naira, will be paid. Yet they are running a budget of 1 trillion Naira deficit.

”They have deliberately stopped meeting their obligations to oil marketers, which is now around 200 billion Naira, hence no one is lifting petroleum products anymore. If the current energy crisis is not solved soonest, the telecommunications sector could even be grounded in a matter of days as service providers will have neither electricity nor fuel to power their base stations. Of course the aviation sector has already been left comatose by the fuel crisis. The whole scenario reeks of sabotage!,” the party said.

APC said before PDP and Jonathan Administration’s spin doctors distort its message, it is important to let Nigerians know that the party (APC) is not engaging in lamentations but simply keeping the citizenry informed of the situation on the ground, with just five days to handover date.

”If we thought the nation was being well managed and there was no problem, we would not have embarked on a campaign of change. While we are ready, willing and able to begin to address the mammoth challenges facing us as a nation as soon as we assume office at the centre in a few days’ time, we will not hesitate for a second to keep Nigerians informed of how we have been brought to this sorry pass, with a view to avoiding such a tragic turn in the future,” the party said.

It expressed sadness that the nation has been on auto pilot for the past several weeks, as the outgoing administration has shown neither the capacity nor the willingness to resolve any of the crises it has contrived and foisted on the nation.

”This is the most vivid manifestation of the old saying that literally translates to a departing office holder defecating on the chair he is vacating,” APC said.

President-elect, General Muhammadu Buhari, (rtd), yesterday outlined 10 development challenges as the mission of his presidency due to begin on May 29.

Speaking in Abuja in an address he delivered at the induction held for the incoming members of the National Assembly organised by the National Institute or Legislative Studies, General Buhari listed the challenges as:

. General insecurity and insurgency that has caused extreme human hardship and destruction of lives, livelihoods that may take us over a decade to rebuild across most of North Eastern Nigeria and some parts of North Western Nigeria;

. Devastation and environmental degradation in the Niger Delta area which must be attended to;

. Decline in revenues due to fall in oil prices which poses a threat to government’s capacity to deliver on reconstruction of devastated areas and the new government development agenda;

. Endemic corruption which has crippled human and infrastructure development for decades;

. Unacceptably poor provision of power supply which has had a crippling effect on development of small businesses and indeed the wider economy;

. Deindustrialisation for the past three decades leading to closure of many industries and migration of many to other African countries;

. Unacceptably high levels of unemployment and especially youth unemployment reaching over 40%;

.High cost of governance that has been crowding out capital and human development;

. Erosion of public social services such as infrastructure, health and education; and

.Lack of development in the agricultural and solid mineral sectors.

Underscoring the need for collaboration between his presidency and the National Assembly, he said: “The legislature is a critical component and necessary ingredient of democracy and good governance. The legislature by nature is inherently democratic in the sense that all members are equal and are elected representatives of the Nigerian people. As President-elect, I recognize this fact and believe that legislators carry this heavy burden of representation with all the seriousness it deserves.

“For a president to be successful in addressing community development and general welfare of the various people of the country, he or she would benefit from working closely and in harmony with the legislative arm of government. I, therefore, commit myself to working with the legislature as development partners motivated by the desire to deliver good governance.”

General Buhari, while congratulating the lawmakers on their election, asked them to be mindful that they and the other elected officials are on the threshold of history.

He recalled that “for the first time in our post independence history, power is going to be transferred from an incumbent ruling party to an opposition party. This is in spite of predictions of calamitous outcomes. Nigerians have, indeed, proven once again that they are a united people and stand resolute to protect its growing democracy.”

The President-elect commended the political class, including outgoing President Goodluck Jonathan for their spirit of sportsmanship during and after the election, adding that the victory was not only for those that won at the polls.

According to him, “I dare say, it is equally a victory for all political parties and their leaderships for according due respect to the electoral process and accepting the results in most cases. I wish to specifically acknowledge the role played by the President, Goodluck Ebele Jonathan, for accepting results of the election before the final announcement was made.”

Buhari also commended “the professionalism of our security agencies, the competence and resilience of INEC,” and “above all, the doggedness of Nigerians and their commitment to ensuring that their wishes are represented and respected.”

Earlier, the Senate President and Chairman of the National Assembly, Sen. David Mark, commended the President-elect for making history as the ‘’first to address a semi-joint session of the National Assembly where both presiding officers are present.’

“Today is a historic day in Nigerian democracy as it is the first time a President-elect is addressing almost a joint session of the National Assembly; the difference is that there’s no Mace and the venue is also different,” Mark noted.

He assured the President-elect of the cooperation of the incoming assembly in delivering good governance.

Tambuwal, in his votes of thanks, commended the President-elect for making out time to address incoming lawmakers, assuring him of their unconditional support as he prepares to steer the affairs the state.

“I must commend you for choosing to come yourself to meet with members-elect to address them as your partners in progress by the grace of God.

“If I said this on behalf of the incoming 8th Assembly, I don’t think it will be out of place that I’m sure they will extend their unconditional hands of friendship as you resume your duties of piloting the nation’s affairs,” Tambuwal assured.



Omotola For ONE Campaign In South Africa

Slated for 27 April, Omotola will be in South Africa to participate in a music thriller and a campaign song that will be performed by top African female singers including Omawumi (Nigeria), Judith Sephuma (South Africa) and Victoria Kimani (Kenya). The song will be co-produced by Cobhams Asuquo and Masterkraft.



The song will be used to promote the campaign across the world, and will be officially launched in Nigeria, Mozambique and South Africa during the World Economic Forum for Africa and the African Union Summit.

The campaign, tagged ‘Poverty Is Sexist’, is geared at eradicating extreme poverty and promoting women empowerment.

The campaign was launched on Thursday, 16 April, by the ONE Campaign in Abuja, Nigeria, at a policy forum that was attended by representatives of the National Association of Nigerian Traders (NANTS), Equity Advocates and Save the Children Nigeria, among others.

Speaking on her new role as ambassador for ONE Campaign, Omotola said: “I am fortunate to be a young woman living her dreams, a trailblazer of my generation. But I also recognize that many women and girls are not so fortunate. Women and girls are hit hardest by the effects of extreme poverty, but when we invest in women and girls, we increase and accelerate the chances of overcoming extreme poverty – for everyone. That is why I have joined the ONE Campaign’s Poverty is Sexist Campaign, and I call on the public to join me by signing the petition on www.one.org/sexist.”

PDP NWC Not In Dispute With Governors – PDP


The National Working Committee of the Peoples Democratic Party (PDP) says it is not in dispute with PDP Governors’ Forum or any other organ of the party.

PDP National Publicity Secretary, Olisa Metuh, in a statement on Thursday said that the “NWC was never asked to resign by the forum of governors or any other organ of the party for that matter.”

The statement reads: “For the avoidance of doubt therefore, the NWC states that at no time was the National Chairman of our great party, Ahmed Adamu Mu’azu walked out of the meeting of the governors, neither was he in any way ill-treated at that meeting contrary to reports in some section of the media.

“To put the records straight, our National Chairman upon invitation by the governors attended the meeting alongside our Deputy National Chairman, Prince Uche Secondus and National Legal Adviser, Barr. Victor Kwon and left after a brief and fruitful discussion with the governors. He was not at any time asked to resign and nothing close to such was ever insinuated at the meeting.

“For purposes of clarification, the National Working Committee as a duly elected organ of the party has a constitutionally guaranteed tenure which expires in March 2016. It is therefore focused on galvanizing every organ and interests within the PDP with a view to re-engineering it for the task ahead.

“To this end, the NWC is currently working hand in hand with strategic stakeholders including PDP governors towards repositioning our great party and regaining power at the center by 2019.

“In this regard, the National Working Committee in its meeting on Wednesday April 29, 2015 constituted a special committee under the Chairmanship of the Deputy Senate President, Senator Ike Ekweremadu. The committee membership is drawn from all the key stakeholders of the party including members of the forum of governors.

“Furthermore, the NWC states that it holds the PDP Governors’ Forum in very high esteem, especially its Chairman, Governor Godswill Akpabio, who has worked assiduously for the progress of the party.

“Finally, the NWC restates that it enjoys the confidence and respect of all our organs and structures across board, particularly the PDP governors who individually and collectively appreciate that the supremacy of the party is more important than anything else at this point in time.”

Group insist on Akume for Senate presidency



Candidacy of Senator George Akume for senate presidency got more endorsement yesterday by a youths group of the All Progressives Congress (APC) called League of Patriotic and Progressive Youths (LPPY).

At a press conference in Abuja, the group insisted that Akume who is also the Minority leader of the senate was the right man for the job.

The leader of the group, Dominic Alancha who spoke on behalf of the group, said that Akume possessed the credentials as former governor of Benue State, two terms senator and proven leader in the outgoing 7th National Assembly to leader the incoming 8th Assembly as president.

He added that Akume’s leadership finesse also helped to nurture APC to the height it is now.

“We call on Akume to throw his hat into the ring by contesting for the elevated office of Senate President. The 8th National Assembly needs a leader whose predegree is distinguished. Our call is not made in tepid kneel-jerk reaction to the unfolding political scenario, but rather, ours is based on detailed analysis and historical understanding of events.

“Nigeria’s political revolution calls for men and women of great understanding, sagacity, insight and conviction to be at the driving seat at this particular time. This is is no time to experiment with trial and error. It is time to elevate men and women of conviction, industry, national acceptability and proven track record to stand guard at critical organs of government,” Alancha explained.

Nigeria: PDP Govs Call for Sack of Mu'azu, NWC Members


Abuja — Governors elected on the platform of Peoples Democratic Party, PDP, have concluded that the National Chairman of the party, Alhaji Adamu Mu'azu and other members of its National Working Committee, NWC, should take the path of honour and resign immediately.

This was the outcome of the meeting of 19 PDP governors held Tuesday night, which extended to the early hours of yesterday at Akwa Ibom Governor's Lodge, Asokoro, Abuja.

They resolved that it had become imperative for them to go to pave way for new leadership, following the abysmal performance of the party at the March 28 and April 11 general elections.

The meeting, which was the first since PDP lost the presidency after 16 years of leadership, was a post-mortem on the election and the way forward for the party.

The party, which controlled the Presidency, House of Representatives and the Senate since 1999, did not only suffer defeat at the presidential election, but also lost in its traditional states of Plateau, Niger, Kaduna, Benue, Bauchi and Jigawa.

Lagos committed to improved business climate, says Fashola

GOVERNOR Babatunde Fashola of Lagos State yesterday said that in the last decade, the State government has continued to devote huge resources to improve the business climate in the State.
Fashola stated this in his keynote address at the opening of the third African International Economic Law Network Biennial Conference (AFIELN), and Prince Claus Chair Round table on Development and Equity in Africa, at the Nigerian Institute of International Affairs,Lagos.

The governor who was represented at the event by the State’s Attorney General and Commissioner for Justice, Ade Ipaye, added, “we recognise that as a sub national entity, Lagos cannot run ahead of the nation. We have therefore focused on and reinforced those areas that fall within our lawful control while also acting as a catalyst for reforms and enhanced business environment within the larger Nigerian context and community.”

He further disclosed that the State has continued to improve its legal and regulatory framework and embrace best practices.
He added that the State has as well sought to institutionalise a progressive and development oriented governance model.

The President of the AFIELN, Dr. Ashimizo Afademeh- Adeyemi, described the organisation as a global one which aims at bringing academics and government officials together in the field of international economic law.
He stated that some of the organisation’s goals include ;building links, fostering developments, encouraging research and teaching.

PRESIDENT-ELECT Muhammadu Buhari, has said there are, at least, 10 challenges ahead of his in-coming administration and, therefore, sought the support of the new legislators in tackling them.

He was speaking on Wednesday, at the induction of new members of the National Assembly, organised by the National Institute for Legislative Studies, in Abuja.

The challenges, according to him, included general insecurity and insurgency; environmental degradation in the Niger Delta; decline in revenues due to fall in oil prices; endemic corruption; poor provision of power supply; de-industrialisation for the past three decades, leading to closure of many industries and migration of many to other African countries; high levels of unemployment and especially youth unemployment, which he put at 40 per cent; high cost of governance; erosion of public social services and lack of development in the agricultural and solid mineral sectors.

He said he hoped to work closely with legislators to tackle the challenges, noting that the legislature is a critical component and necessary ingredient of democracy and good governance.

Buhari, therefore, asked the incoming eighth National Assembly to join him in his determined bid to tackle corruption and restructure the public service.

He said he was ready to work with the lawmakers to stabilise the country, while he asked for the cooperation of the lawmakers on the budget process and restructuring of the public sector, so as to guarantee transparency and accountability.

According to him, the cooperation of the two arms of government would ensure that the government collectively tackled the menace of high recurrent votes in the budget at the expense of capital and human development.

He also lamented what he called high cost of governance, which, he said, had badly affected execution of capital projects, human development, while eroding investment in social services such as infrastructure, health and education.

“Distinguished Members of the eighth National Assembly, I see these challenges as the mission of my presidency. I need the support of the members of National Assembly on the battle front. I need your support in many respects,” he said.

He pleaded with the lawmakers on the need to take oversight functions seriously, adding that “oversight functions are critical towards ensuring transparency.

“I am here today, to invite you to work with the executive as partners in progress, as champions of good governance and development and as warriors for change. Together, we can make this nation great and a role model in Africa and other emerging economies and democracies.

“I, therefore, commit myself to working with the legislature as development partners motivated by the desire to deliver good governance.We also need to deploy efforts in conflict resolution and peace building in all our communities,” he said.

He pledged  to implement a new development agenda, adding that his government would tackle the endemic corruption which had crippled the economy for decades.

Senate President, David Mark; Speaker of the House of Representatives, Aminu Tambuwal; Deputy Senate President, Ike Ekweremadu and the Deputy Speaker, Emeka Ihedioha and Principal Officers of the two chambers were present at the event.

Mark, who spoke on behalf of the National Assembly, said the lawmakers would work together in a bid to ensure development.

Jonathan angry as Buhari seeks reports on agencies


President Goodluck Jonathan yesterday scolded  the incoming Muhammadu Buhari administration, accusing it of trying to set up a parallel government.

Dr. Jonathan’s anger was obviously over the terms of reference of the transition committee set up by Gen. Buhari. He told the committee to give him an overview of some government agencies, such as the Central Bank of Nigeria (CBN), Federal Inland Revenue Service (FIRS), Customs and the Nigeria National Petroleum Corporation (NNPC).

The All Progressives Congress (APC), The Nation learnt last night, will reply the Presidential comments today.

Minister of National Planning Suleiman Abubakar, who briefed State House correspondents at the end of the Federal Executive Council (FEC) meeting presided over by Dr. Jonathan, insisted that Jonathan is still in charge till 29th of May, 2015.

Speaking as a member of the Transition Committee, he said that the Jonathan administration was not comfortable with some terms of reference of the incoming government’s transition committee, which tend to create a parallel government.

To this end, he said that all Ministries, Departments and Agencies (MDA) have been directed to follow the terms of reference of the present government and not those of the incoming administration.

He also claimed that the magnanimity of President Jonathan does not amount to cowardice.

The Minister also urged members of the Council to continue to do their work without any intimidation.

He said: “I’m speaking as member and chairman of sub-committee of transition committee. Council discussed the state of the transition programme and as chairman of sub-committee of transition committee, we were asked to update council on the progress report.”

“We did receive from in-coming government the transition committee some terms of reference which we looked at critically. And ýcouncil did agree that the Dr. Goodluck Ebele Jonathan remains the current government of this country.”

“The incoming government should avoid creating a parallel government while the government is still on. We take exceptions to some utterances, to some of the terms of reference that look as if the current government is being stampeded or intimidated.”

Continuing, he said: “Council frowned at ýmost of the statements, most of the provisions and council members are advised to work in line with the terms of reference of the current government.”

“Council members are also told that the terms of reference as formatted by our transition committee should be strictly complied with.”

“When the incoming government takes over government they can come out with their programmes, they can come out with their own ýagenda, they can decide to come out with policies with the way they feel like.”

“This government remains resolute to the various programmes and projects ýit is pursuing and the government will continue to do that until the morning of May 29th.”

Abubakar said that the Council also enjoined members to be steadfast and come out with programmes, projects to be commissioned, and those that need to be inspected.

The Minister also said that they were asked to continue to work as government and perform their work without intimidation.

He said: “Government, especially civil servants, directors, directors-general should see this government as the current government and not to do anything that will rock the boat so as not to put this country in a bad light. These are issues before the transition committee, these are are issues that were raised on the transition programme.”

“The magnanimity of Mr. President should not be taken to be cowardice and that is why Mr. President and indeed council members enjoined Nigerian people to see the olive branch extended to Nigerians and international community as a way of keeping this country intact, as a way of ensuring peace in Nigeria and, as such, whatever the outcome of the election, what is important is Nigeria’s national interest.”

“And that national interest should be protected, enhanced and promoted at whatever level we are. These are issues that bother on transition programme discussed in council.”

But Abubakar noted that the chairman of the incoming transition committee, Mallam Ahmed Joda, had a very robust discussion with the chairman of the transition committee of the current government, Vice President Namadi Sambo, on Tuesday.

“They are working together as a family and I want to believe for the good of this country things will work,” he said

He said that as at 28th April, almost all the MDAs that ýwere advised to submit briefs, handing over notes have compiled, except for one or two ministries.

Said the minister: “The committee is having on ground right now two versions of presentations; we have the executive summaries of all the MDAs handover notes ýand the entire handover notes from almost all the MDAs.”

“The transition process is on course in terms of handover notes and briefs; we have covered almost 80 per cent of our assignments,” he said

World Malaria Day:Beyond Mosquito Nets Distribution

Nigerians continue to shun the use of mosquito-treated nets, despite the prevalence of malaria scourge in the country, writes Martins Ifijeh


With the target set by United Nation that by 2015, Nigeria will be free from malaria if the estimated 60 million long lasting insecticide treated nets (LLITN) projected to be distributed across the country are actually judiciously distributed, it has unfortunately not achieved the set goal even with the statistics from the Federal Ministry of Health, Abuja, showing that over 60 million LLITN have been distributed across every nuke and cranny of the country since 2009 till date.

Despite the various awareness campaigns carried out by both the government, health bodies and corporate organisations in the country, malaria has unfortunately continued to ravage Nigerians with children under age 5 and pregnant women most hit by the scourge, while its incidence level is continually increasing every year with no significant drop in the number of deaths recorded in the country.

Available information suggests that the various efforts to curb the menace in the country has however been undermined with the under utilization of the mosquito nets been distributed across the country.

Judicious use of the insecticide treated nets have been scientifically proven to prevent mosquito bites thereby preventing malaria which results when an anopheles mosquito infects a human, hence causing malaria.

As Nigeria, April 25th joined the rest of the world to mark this years World Malaria Day with the theme “Invest in the Future, Defeat Malaria,” THISDAY investigations revealed that majority of Nigerians are unprepared to defeat the scourge as those with these mosquito nets do not sleep under them or do not rid their environment of stagnated water where mosquito broods.

For instance, a hair stylist who lives in Lagos, Mrs Rose Agabi, said since this year, she has so far been given two LLITN at different fora, but unfortunately she has never used them either to protect her children or her self.

According to her, she said, “I don’t feel free using the nets because I learnt it contains chemicals which repel mosquitoes, but how can I sleeping under something that has chemicals. Anytime I use it I often feel I am inhaling chemicals. So I prefer using other methods like mosquito spray or constantly closing my doors to prevent mosquitoes from entering.

Agabi, however agreed that the various methods she has been adopting have not been effective in preventing mosquito bites or malaria among her children or herself, as they are sometimes been treated for malaria.

Asked what she does with the mosquito nets given to her, Agabi, said she keeps them, pending when she will have a new baby. “I can only use it when I have a new child because during antenatals, we are often told never to substitute any other method for use of mosquito nets for our children.” She also explained that her children do not like using it too as they believed it causes heat.

Aganbi, is one among millions of Nigerians who have at one point or the other collected these LLITN (which are in most cases distributed free of charge) without using them.

Experts believed the big war may not be won if there are no collaborations between the citizens, who are meant to use the insecticide treated nets as well as other preventive methods, which the various health bodies, government agencies and corporate are advocating for.

They reckoned that very few Nigerians are using the LLITN which has slowed down the set goals to drastically reduce malaria scourge in the country by the end of this year, hence the need to put up other strategies to curb the menace.

However, in a bid to looking beyond just distribution of mosquito nets, which has not yielded desired results, the World Heath Organization (WHO) is of the view that a multi-pronged strategy be applied.

This includes strong malaria surveillance, proper monitoring of vector control interventions, preventive therapies, diagnostic testings and treatments with quality-assured Artemisin-based Combination Therapies (ACT).

According to a medical expert and an advocate against diseases in Nigeria, Dr. Rufus Atim, policies and strategies should be put on ground that would encourage people to use these insecticide treated nets.

“It is often said that you can force a camel to the river but you cannot force the camel to drink water. That is the case we are presently experiencing regarding the fight against malaria in the country.’’

He said no matter how much the government and other bodies try to put in resources and finance into the fight against malaria, if the citizens do not embrace these methods, it would be difficult for the country to be malaria free.

“Even if we say lets look for other methods apart from the well known mosquito nets to curb the menace, the truth is that, these nets still represent the most viable methods of prevention of mosquitoes in areas ravaged by the scourge.”

Among the strategies he is advocating for, is that government and health organizations distributing the mosquito nets must go beyond mere distribution. “They should go as far as taking carpenters or people who can help in erecting these nets in the homes of the people who are been given the nets.

“Instead of giving out 1 million mosquito nets and only five per cent would eventually make use of the nets, they should go extra mile such that even if they are distributing mosquito nets to the people, they should let such citizens know that they can not stop at mere distribution, but rather, that they would also go into their homes to erect the LLITN above their bed space.”

He believed if this is done, majority of beneficiaries would not see the need to remove them since the nets have already been fixed. He also said that the new mosquito nets should be done with human friendly designs and colours that would be attractive enough for use.

Also among the strategies he is advocating for, is the addition of human friendly lasting perfumes to the nets. “I believe if the nets have good inviting smell, it would encourage our women to use them in their bed rooms without been forced to.

He also called on the government and other organizations to intensify awareness campaigns against malaria, while stressing on the need for the use of mosquito nets.

According to WHO, Nigeria has one of the highest malaria deaths in the world, with over 90 per cent of its 170 million citizens at risk of the scourge.

The health body has at various times stressed that when insecticide treated nets are appreciated and people sleep under them, especially at nights, that malaria would be drastically reduced in the country.

Various studies have also shown that LLITN offers 30 per cent of protection against severe malaria disease and drastically reduces death rates, especially in children and pregnant women.

Mean while, in marking this year’s World Malaria Day, the WHO has reiterated its commitment to accelerating its plans towards eliminating the scourge in ravaged countries like Nigeria.

According to the body’s communication officer, Christian Lindmeier, WHO has developed a new global malaria strategy for the 2016-2030 period, which will be reviewed by the World Health Assembly in May 2015.

He said the strategy was developed in close consultation with endemic countries and partners, for the reduction of the disease burden by 40 per cent by 2020, and by at least 90 per cent by 2030. It also aims to eliminate the disease in at least 35 new countries by 2030.

“The strategy provides a comprehensive framework for countries to develop tailored programmes that will sustain and accelerate progress towards malaria elimination,” he added.

“We must take the malaria fight to the next level. Moving towards elimination will require high-
level political commitment and robust financing, including substantial new investments in
disease surveillance, health systems strengthening and research,” says Dr Pedro Alonso,
Director of the WHO Global Malaria Programme.

“In addition, we urgently need new tools to tackle emerging drug and insecticide resistance, as well as innovative approaches that will accelerate progress,” he added.

He states that increased political commitment and greater funding have averted more than 4 million malaria deaths since 2001, and 55 of the 97 countries and territories with ongoing malaria transmission are on track to meet the current World Health Assembly target of reducing malaria incidence by 75 per cent between 2000 and 2015.

Okonjo-Iweala: FG to Pay Oil Marketers N156bn Subsidy Claims

The Coordinating Minister for the Economy and Minister of Finance, Dr. Ngozi Okonjo-Iweala, on Wednesday said the federal government would disburse N156 billion to oil marketers today in order to arrest the fuel shortage nationwide.

She also said efforts were being made to ensure that federal civil servants get their salaries.

Speaking to journalists in Abuja shortly after the opening of the 20th conference of Directors General of Customs and Excise of the World Customs Organisation, West and Central Africa Region, she explained that the amount due to oil marketers included N100 billion in IOUs, an informal document acknowledging government’s debt to them, which was now due, as well as interest rate differentials amounting to N56 billion.

According to her, “On the issue of oil marketers, we have really been working with them and we have been dialoguing with them all along. We paid them N350 billion in December, we paid them N31 billion for foreign exchange differentials; and by tomorrow, we will be paying them N100 billion which we gave them as IOUs as well as their interest rate differentials of N56 billion.

“So I am about to go and sign to get that paid and I think Nigerians would agree that government is making maximum efforts to accommodate the oil marketers. They are also Nigerians and they also need to cooperate with us…

“In this very difficult environment where revenues are constrained, we are doing our maximum, we have prioritised them because we don't want Nigerians to suffer. But they (marketers) too need to cooperate with Nigerians and also be good and patriotic citizens.”

On the delay in paying salaries of federal civil servants, she assured Nigerians that workers would get payment alerts by today.
“As I speak, salaries are being paid, so between today and tomorrow, they will get their alerts. So there’s no problem,” she said.

Meanwhile, the Comptroller General of the Nigerian Customs Service (NCS), Alhaji Abdullahi Dikko Inde, has  said he has mobilised 23-member countries of West and Central Africa to establish a common understanding of coordinated border management to jointly tackle insurgencies and diseases, particularly the Ebola virus, as well as improve trade facilitation in the region.

He said the aim of the proposed deal is to remove obstacles to improved revenue generation of member countries amid the current fiscal challenges caused by depressed oil prices.

He also disclosed that about 28 revenue offenders were successfully prosecuted by the NCS in 2014, adding that more cases were being prosecuted in the courts.

Dikko Inde said efforts would be made to intensify the fight against smuggling so as to allow people use approved routes for trade, a move expected to further boost revenue collection for the government.

S’Africans attacks on foreigners planned – S’African Mayor


Police reinforcements have been rushed to Thabazimbi in Limpopo after shops owned by foreign nationals were looted and vandalised.

About 50 foreign nationals, including women and children, have been accommodated at a local sports centre. Police have arrested 15 suspects, with Thabazimbi mayor, Patricia Mosito, having condemned the incident.

Mosito says one way or another, “this thing was organised because people cannot just wake up and start engaging in this criminal acts.” The mayor has added that “it is criminal to attack foreign nationals. It is not something that we can condone, it’s something criminal.”

Meanwhile, Ethiopian and Somali nationals whose shops were looted at Reogorokgile township in Thabazimbi on Freedom Day say they would to like to be reintegrated back into the community.

About 50 of them were rescued from an angry mob and are temporary accommodated at the Thaba Park Sports Centre in the Thabazimbi Central Business District. Five shops were looted.

On Wednesday, Chief Executive Officer of the South African Council for Educators and President of the African Forum of Teacher Regulatory Authorities, Rej Brijraj, condemned the recent spate of xenophobic violence in the country.

Brijraj was briefing the media in Pretoria and said he has confidence in the country’s ability to abolish attacks on foreign nationals.

Urhobo militant group blows up gas trunklines in Delta



UGHELLI—AN Urhobo militant group, Urhobo Gbagbako, yesterday, claimed responsibility for two explosions that rocked two major gas trunklines belonging to the Nigerian Petroleum Development Company, NPDC, located on the boundaries of Afiesere and Ekredjebo communities and Otedo and Edjovwe communities both in Ughelli North and Ughelli South Local Government Areas of Delta State.

Urhobo Gbagbako, in a statement by its spokesperson, Priest Omodjuvwu, said that the explosions were in protest against those he called “traitors” the NPDC had continued to send to Urhoboland in a bid to manipulate their unsuspecting and once peaceful communities.

He said: “These petty crumb eaters can only cause pains to the NPDC, Shoreline and the Nigerian National Petroleum Corporation, NNPC, in a promised sham settlement to the lingering crises to these companies and government agencies.

“In believing the empty promises of these evil doers and traitors, you continue to slowly drive your NPDC, NNPC and Shoreline into a certain abyss you will never recover from and we the Urhobo nation will continue to demand for our fair share of the pipeline surveillance contract jobs for the sake of equity and justice.

“We, Urhobo Gbagbako, a militia group of all ex-militants, youths, women and elders of Urhobo ethnic nationality, did not and have not given any individual or group, authority to speak on our behalf on any issue as it concerns the pipeline surveillance contract job.”

Confirming the incident, President General of Afiesere community, Mr. Emmanuel Shikaleke, said: “I was called by officials of NPDC, who had earlier come to assess the level of damage on the trunklines by the actions of the boys.

“For now, there is nothing we can do other than leave the matter for the authorities to handle. As I speak with you, men of the Nigerian Army are at the scene to forestall further attack.”

Lizzy Gold Onuwaje isn’t new to the world of show business.  Her foray into the make-believe world started in 2006, when she won the Delta State Pageant as Miss Delta State. Then she tried her hands at the Most Beautiful Girl in Nigeria Pageant (MDGN) where she emerged as the second runner-up.

Like most of her peers who had the undying passion to get into acting, Lizzy had hers too, but it didn’t go well with her boyfriend at the time.

“Initially, he was very skeptical about it. He said girls in Nollywood don’t stay in marriages. To me, it depends on individuals. I don’t think it’s true, because so far, some people like Omotola have kept their marriages. But he saw that I was very passionate about it when I went as far as attending an acting school in Lagos, so he let me be. I told him, it’s either he allowed me do my acting or he let me be. So he allowed me do my acting” she said.

But Lizzy was quick to add that it wasn’t really her acting that made her drop the guy, rather because he was not measuring up to her standard as a man.

“The affair didn’t crash because I went into acting;. The basic truth is he doesn’t have money; so I decided to end the relationship. I dumped him in 2013 because he didn’t have much in terms of money and he didn’t have any push for my kind of man”.

Pretty, sexy and busty Peggy Onah, has come to find her place in the competitive movie  industry by sheer hard work and talent. Unlike most ‘wannabes’ in the  industry, who would pull off their clothes to flaunt what mother nature has endowed them with at the drop of a hat, Peggy would rather want to keep them on. Though she’s heavily endowed in the chest region, the Enugu State University graduate of Mass Communications believes her boobs shouldn’t be her calling cards.

Though not yet what you would call a popular item but Peggy has  got it going and hardly stays out of jobs. She opened up to Potpourri recently that her boyfriend almost chequered her ambition but she resolved to follow her heart and what her heart told her was “ run, run, run”.

“ I don’t know how most men perceive the world of  acting. It isn’t the way they see it. They believe anybody going into acting would be soiled by greed and wantonness. My boy friend believed I would be snatched away from him. He asked me to quit and I was just beginning to pursue my acting career. I  couldn’t quit, besides, if he really loved me, he would have stayed. I can sacrifice my career when I’ve   achieved my  dream  in the industry. But now that I’m still striving  to hit the top, I can’t sacrifice it,” she said.

Vulnerably beautiful and sexy, Chiamaka Nwokeukwu, isn’t a household name in Nollywood. But the fair-complexioned actress is very much on her way as she is having the best run of good streak in her career. Her top draw performance in the film, Chinelo, The Shy Virgin, opened not only another vista in her career but also earned her an AFRIFIMO awards in the United States of America.

She is, as they say, on the easy street, but this would probably not have come her way if she had listened to her boyfriend who tried all means to dissuade her from going into acting.

Chiamaka once told me in an interview, “Yes I dumped him for Nollywood because he doesn’t want me to be a star. He doesn’t want me to follow up my career and he has not proposed to me. The guy can leave me tomorrow and now that I have the opportunity, I need to follow up. God blessed everybody with talent. It’s not easy to have talent, most people cannot act and when you have the zeal and you can do something, you have to use it well. It’s normal for a boy and girl to meet and if you really love your girl, you would let her go into what she wants. When I get married, automatically, if my husband says he doesn’t want me to act again, I will not act again, as long as he’s taking care of me” she said.

Continuing, “He was telling me that he doesn’t want me to act, that I’m a very nice person, I’m humble, that when I go into the industry, I’ll meet big people and I’ll become wild and be doing different things. He didn’t even want me to  start. Immediately I went for my first shoot, he said, `I think you don’t like me’. I said, I like you but let me try it first. This might be where God wants me to be



You’ve made a career of lying, Soyinka replies Obasanjo


NOBEL laureate, Prof. Wole Soyinka, yesterday, gave a rebuttal to former President Olusegun Obasanjo’s latest book, My Watch describing it as a narrative by a career liar always determined to crookedly project himself above his true standing among men.

Affirming his general detestation of such men, Soyinka said the Obasanjo brand was compounded by the inclination of even foisting the lies on members of the younger generation.

Obasanjo had in his book flayed Soyinka as a self serving critic who he said always sought to shine out among men claiming that the Nobel Laureate is a “misfit as a political analyst, commentator or critic.”

He had written “For Wole, no one can be good, nor can anything be spot-on politically except that which emanates from him or is ordained by him.”

Continuing his assessment of Soyinka, Obasanjo had said: “He is surely a better wine connoisseur and a more succaessful “aparo” (guinea fowl) hunter than a political critic, not to talk of what he would do as a politician,” adding “I take him seriously on almost all issues except on the political particularly Nigerian politics.”

Replying, yesterday, in a treatise, titled Watch and Pray, Watch and Prey, Soyinka said: “I had fully attuned myself to the fact that our Owu retiree soldier and prolific author is an infliction that those of us who share the same era and nation space must learn to endure. However, it does appear that there is no end to this individual’s capacity for infantile mischief, and for needless, mind-boggling provocations, such as his recent ‘literary’ intrusion on my peace.


Breaking news : Jonathan, Buhari’s transition committees clash


A disagreement has broken out between the transition committees of President Goodluck Jonathan and General Muhammadu Buhari as the president accused the Buhari team of acting like a parallel government and trying to stampede the Jonathan administration out of office.

Addressing state House correspondents after the Federal Executive Council meeting Wednesday, the Minister of National Planning who is also a member of the Jonathan Transition Committee, Abubakar Suleiman said the Buhari transition team was making impossible demands from the government.

Although he did not name those demands, he however warned that the president’s magnanimity should not be construed as cowardice.

GEJ sacks MD of Nigerian Ports Authority, appoints Sanusi Lamido Ado Bayero as new MD


President Goodluck Jonathan has approved the appointment of Alhaji Sanusi Lamido Ado Bayero as the Managing Director of the Nigerian Ports Authority (NPA). Alhaji Sanusi, a lawyer, from Kano State takes over from Mallam Habib Abdullahi (pictured above) who has been relieved of his appointment as Managing Director of the NPA.

    The appointment of the new NPA Managing Director takes effect from tomorrow, Thursday, April 30 2015.
    President Jonathan thanks the outgoing Managing Director for his services and wishes well in his future endeavours.
